In the early 19th century, the legal landscape in the Panipat district was vastly different. Civil suits were exclusively tried by the Sadar Amin at Panipat, who adjudicated cases based on Muhammadan law. The court language was Persian until 1836, and petitions remained unstamped until 1830. Towards the latter part of the 19th century, a Munsif was appointed in the district with jurisdiction over Karnal and Panipat tehsils and Pargana Assandh of the Kaithal tehsil. The Munsif held court alternately in Karnal and Panipat every two months. Honorary magistrates, endowed with various powers, exercised magisterial jurisdiction within their respective jagirs and in the towns of Kaithal and Karnal.

As the 20th century commenced, civil judicial affairs fell under the oversight of a District & Sessions Judge in Karnal. Subordinate judges and munsifs stationed in Karnal and Kaithal handled most civil cases, with some suits sent to the Sub-Divisional Officer in Kaithal. Honorary magistrates retained jurisdiction in various parts of the district for civil judicial matters.

Until the separation of the judiciary from the executive in 1964, the District and Sessions Judge in Karnal, assisted by the Senior Sub Judge and Sub Judges in Karnal, Panipat, and Kaithal, managed civil judicial work. Post-separation, the Senior Sub Judge and Sub Judges I Class were granted powers of a Judicial Magistrate I Class, while the Additional Sub Judge III Class exercised powers of a Judicial Magistrate II Class.

Through a 1995 notification (Leg. 25/95, dated 20.10.1995), Subordinate Judges were redesignated as Civil Judges (Sr. Division) and Civil Judges (Jr. Division), and various classes of civil courts were established, including the Court of District Judge, Additional District Judge, Civil Judge (Sr. Division), and Civil Judge (Jr. Division).

Shifting focus to criminal courts, in the early 19th century, murder cases were tried in Delhi, with executed criminals left hanging on gibbets. Flogging was abolished in 1825. The tract law held villages accountable for stolen property, a practice discontinued in 1832. By the late 19th century, the police force faced issues of corruption and inefficiency.

At the onset of the 20th century, criminal judicial work was supervised by the District & Sessions Judge in Karnal, assisted by various officials. Post-1964, the Chief Judicial Magistrate, under the District and Sessions Judge’s control, held powers formerly vested in the District Magistrate on the criminal side.

The courts in Karnal, inaugurated in 2003, form a new judicial complex, while an Additional Civil Judge (Sr. Division)-cum-Sub Divisional Magistrate is located in Assandh.
